My sil lives in Long Beach CA and she sees hawks catch squirrels on a regular basis.

Oh, another addendum I just found:

Under the Endangered Species Act, you can actually spend up to TWO years in jail for a second offense of killing a bald eagle. Still a lot shorter than a life sentence.
