Hay or Straw in nesting boxes?

I read a post on here once about using straw versus hay in the nesting boxes but I can't find it again and I can't recall which was recommended or why. Does anyone have the answer? My bantam hen does not like the nesting boxes in the coop which I currently have only pine shavings in and I am thinking I should get some other material to put on top of shavings to see if she likes it better. Any other ideas?

Straw is cleaner and usually cheaper.

I do use hay in my breeder pens because they like to pick the seed heads for left-overs

I use both and I don't think the hens even care which is in the nest. I used hay because I always have it on hand but with all our rain I had to buy some dry straw the other day and they are doing well with it.

Thanks so much for the responses. I will see which is easier for me to acquire here in the bay area.

I use pine shavings, over bremuda grass (cheap version of timothy grass). I don't want any hay or straw that is hallow, it may invite bugs to live in them.
