is this head tilting back a genetic problem? only happens when it drinks

It's not a problem at all! This is perfectly normal for all chickens. It just helps the bird swallow the water. Chickens' tongues aren't much help for swallowing liquids so they will tilt their heads back to hep the water slide down. You will see chicks do this as early as three days old. Other kinds of birds do this as well.

 

[Castlewood]

All of our chickens do this, to varying degrees, to help them swallow whatever they're drinking. No problem at all to the best of my knowledge!
