I think you are really doing the right thing. No sense blaming the dog as it is their wolf nature -- the dog owners must be responsible for the damages... all of them including the rebuilding of fencing and coop and replacement of birds. It really is never the dogs fault - ultimately it was something in the way it was raised or neglected in training. (I do dog rescue too)

So sorry to hear. Just make sure you fortify your coop well before you get more. The dog knows where to find them now :-(
