Heat Lamp - and Chickens won't go to bed

I have a lot of breeds, myself.
I have mostly standards and five OEGB. They are Silver Duckwing.I

I don't usually use a heat lamp, because we have a nice coop with good ventilation, proper wide roosts, and draft protection, and that's usually fine for the ladies. But we've had a long cold spell, and we're headed into extreme cold, like -25 F and gale force winds. So in advance of that, I (CAREFULLY, SECURELY, using a drill and heavy gauge wire and carabiners - they should NOT get knocked down!) hung a couple of red bulb heat lamps from the rafters of the coop. It's been dark for hours, and MOST of the chickens have settled on roosts. But some of them are still running around like it's party time... Anything I can do to help them settle down? I thought the red bulb was supposed to help with that???
We (okay I) am desperately afraid of fires, and also have a nice coop for the girls, but we have resorted to heating in these extreme temps. We have had success with a reptile bulb (60W) ... Until now, with these wicked temps. We resorted to adding another one to help a little but even tonight, it's -5 already and the worse hasn't even come yet.
 
Just out of curiosity, do you have a thermometer in your coop? I live near Buffalo New York and the weather you described is heading our way overnight and tomorrow- blizzard like conditions with wind chills -25 or more. I have radiant panel heaters in the coop, but they don’t heat the coop up a lot. I’m wondering what temp range causes the type of problems you described. I’m sorry your rooster went through that and I hope he’s ok!
 
Bill (the rooster who was nearly frozen this morning) is a silver duckwing old english

My rooster is Chester, AKA Chilli Chilli Chester. He is a Silver Duckwing Old English Game Bantam. He got his name as a chick, because every time I picked him up he was the only chick that would start shaking all over so I thought he was cold all the time. I got him in April of 2014.

Bill was last spring’s chick, so almost a year old now.
