LOVE the pics! I love love love OEGBs they are by far one of my most favorite breeds (so hard to pick a single favorite, you know). I have four. A self-blue pair, a Ginger Red hen and her non-matching partner not sure what color he is.

Here is Pinky (our most beloved chicken. she will always have a home with us. we ADORE her and she LOVES being held) and her mate, Johnny Cash (he lost his tail feathers (?????) a few months back, also his wings are clipped because her previous (and matching) mate flew away) so he is not looking his best but he sure is a sweetie

I am in the same situation as you are on permit by the city. I took my chance with a pair of serama first and recently acquire a pair of oegb, the serama have a shorter burst and not as loud as the oegb. I built a noise reduction cage with the run attach in the back for them to go out after 10am. Here are some pics of my roosters and my cage:
