Yes scratch is just a snack. Young chickens need an 18% protein starter feed. When pullets reach laying age, they need to be switched over to a laying feed of 15 or 16% protein feed. Growing and laying takes an enormous amount of nutrients so see if you can find some chicken feed at your local feed store.

They're like kids, they mature at their own rate. Here's an example of what the label should look like for the birds. Sorry for the formatting. You can click on the poultry nb link to see the ingredients there.

As long as she receives a solid diet, she should grow just fine! In 2/3 of my batches of chickens, I have had one chick that is smaller than all the others--one a RIR named Nutmeg, the other my Buff Orp named Peaches. Both of them started out very small from chickhood into several weeks old and I wasn't sure if they had something wrong with them or not. However, after a few months, both of them turned out just fine! Nutmeg has since passed on but Peaches is currently surpassing the size of many of her sisters. Just give your little hen time and good starter feed and she will grow.
