LOL...yes the Roosters want to be the protectors of the flock.
23 days is getting a bit long for eggs under a broody with no chicks. You might candle the eggs to see if there is life in them. Take out one of the eggs and with a flashlight in a dark room, hold the large end of the egg right up to the bright flashlight. If the egg is really dark inside, there is a chick in it. If the egg looks really light, it is a dud.
However all this being said, if nothing hatches in a few days, they are probably not fertile eggs. Not all eggs are fertile and if the rooster hasn't been doing his duties with the bird that laid these eggs or not enough mating, they may not be fertile. Give them a few more days and see what happens. I sure hope something hatches!
