Does she have grit,to help digest food?

To get her to open her mouth, wrap her in a towel so you can hold her steady. If you have someone to hold her while you open her mouth, that really helps. Use a flashlight if you have one, really helps.

What other symptoms are you seeing, if any? Does she gape, which is open her mouth wide while extending her neck? Does she sneeze? Shake her head? Scratch her ears? Have a runny or swollen nose? Any of these? If yes, it could be that she has a respiratory infection of some kind. I lost a chick to this at 4 weeks old. The chick would shake her head violently and phlegm would fly out. It was like you describe, bubbly, foam or sudsy, whatever you want to call it. I did research and it could have been any number of respiratory infections. I put all my chicks on antibiotics that I got at the feed store and luckily, only lost this one chick. But it was hard, she was my very favorite.

Hope this helps,
Guppy
