My GQF incubator is laid out similar. You have the fan and heating elements on a top shelf, extrenal vents at the top and bottom to control humidity. Here's a couple pics of the GQF cabinet.

Here's a couple of the front. There's a shelf in the top the fan and heating elements are on. The shelf doesn't extend all the way to the front and back, there is a couple inch gap at the front and back so the air will circulate...
I was going to build one and had already purchased a few of the items when I ran across four of these incubators on craigslist.
To build a VERY good quality cabinet, it was going to cost me well over $300 (you can do it for cheaper). The most expensive part was the plywood and the 3 egg turners. Well I ended up buying these GQF cabinets instead for $250 each and sold two of them to a friend.
Unless you are dead set on building one or are planning to build one on the cheap I would look very hard for some used GQF cabinets. They work great...
