HELP backyard ducks in eastern Nebraska

Where in the world can I keep my 7 Runner ducks in eastern Nebraska? Omaha/Lincoln. Nearly every home we’ve loved is in a town that does not allow backyard poultry. E.g. Fremont, Hooper, etc. what gives? Even found a 5 acre property not near ANYONE out in the country and it’s a NO! Ugh! HELP!
 
Have you checked places outside of city limits? Generally you gotta get away from towns to have birds :'( there's some exceptions (like where I am in the suburbs, 2 blocks from rural, we can have whatever fits on our property as long as it's properly cared for and such) but generally you gotta get out in the country to have no rules :'(

Even on a 5 acre property I found, the annexed it into a nearby neighborhood and it was a hard No.
 
Actually, you might have more luck IN the city - I live in South Omaha, and both chickens and ducks are allowed as long as you get a permit (which is free and easy). When I got my chickens, I just called the Health Department, and an inspector came out to make sure it was a big enough coop. There's not even rules on the runs. I love it here. AND I'm just living on a tiny city plot. Of course, if you decide to live in a subdivision, good luck... Most have ordinances against poultry.
 
Okay so we purchased a mini acreage by the Omaha country club, built a duck run with an attached coop and he came out and gave us our permit. It was actually pretty simple.
