Help chick doesnt seem to be drying

Hi im hatching my first eggs and to cut a long story short the incubator decided to drop to 25 on day 18 and i have been having to keep it warm with a heat lamp. i have one chick that i had to give a little help to this morning and its cheeping and stands and then sits back down but it dont seem to be drying. it looks dry but not fluffy.

could this be due to the stupid incubator not holding temp and having to use the lamp.

how long should i leave it lying in there ?
