OK, I am going to give you my BEST guess with your girl and that's all this is, is a guess.
Now, let me start by saying that IF it is a respiratory disease, some of them, despite the fact that you treat her and she gets well, will cause her to be a carrier of this disease the rest of her life, can get it again and potentially spread it to your other birds. Just so you know that. If your flock is closed, it's OK.
IF it's her heart, I honestly don't think there is anything you can do to help her.
IF it's a respiratory illness-most can be treated with antibiotics. They come in powder form(which you add to their drinking water-Terramyacin, Duramyacin and Auramyacin work well). If she's not drinking, you will have to give her a shot of Tylan-really good stuff.
I know there is a disease caused from drinking dirty water, but darn it, I can't find it.
I wish I could pinpoint what's going on with her, but the gasping can be caused by several things-a couple of which you ruled out.
