Help! Crusty feathers

We noticed one of our girls had rough feeling wing feathers but aren’t sure of the cause. At first we thought it may have been dried blood from an injury but there are no scrapes, punctures, etc. Does this look recognizable to anyone? Thanks.

Also, it’s only on one side and she’s acting fine. No changes in behavior that we notice.

Have you tried cleaning the area with soapy water? She may've just gotten into something that made her feathers all goopy.
