Help!!!! Helping chicks hatch

I looked up vids on ticktock. Have no idea what I’m doing. Got two chicks that had trouble hatching!!! Got them breathing, one completely slipped out of the shell what do I do!?!?! They both had started pecking their way out but stopped. Ones chirping here and there, they are both breathing. One is moving a bit on his own, the other one is really lethargic, but he’s chirping as well. Sometimes on his own other time I have to touch him. The heat lamp does not feel all that warm when I put my hand near them.

On the one I turned the shell over to try and protect the placenta from drying out. Mom is not taking much interest.

I would put them on a clean paper towel. Look to see if their yolk sac has been absorbed. If not set them in a cup on a paper towel and near the heat so they can finish absorbing and dry. They can live off of the yolk sac that they have for a day or two so don't try to force feed them. I have saved lots of my ducks this way and I pray that it works for you with your chicks. What kind of heat lamp are you using? How long had it been since they pipped before you stepped in? You can read more about assisted hatches here and here.
Thank you. It’s a white lamp, not a very strong one. When they were in the bedding, the air around them felt colder than my hand. Feels pretty warm right in front of the Tupperware at this moment. Neither are pipping much at the moment. But the healthier one is starting so squirm non stop.
 
If you happen to have an incubator, I'd put them in there. Otherwise, do you have a thermometer to tell the heat of that lamp on them? While they are still hatching it should be around 99.5F.

If no incubator, I'd wad up a wet paper towel and put it in the corner or set them on a damp paper towel and one on top as that lamp is going to dry them out. Be careful not to smother them though.

No problem! I didn’t mean pipping as in chirping, I meant when did they begin to peck out of the egg.
