Help! Hen with bumps all around vent area! Hard, to the touch. What should I do? She just started laying a couple days ago.

I have not seen anything like that before. I agree that it might be ingrown feather cysts, or tumors from the skin form of Mareks disease. Very hard to know for sure. If you cannot see a vet, and if she dies one day, I would get a necropsy by your state vet to get a diagnosis. In the meantime, I would continue the soaks, and apply some plain antibiotic ointment or Vetericyn wound spray.

She has four total. Three small and then the one big one. All in that area. No other symptoms. Could the rooster cause this?

I don't think the rooster could cause this, but if those bumps are painful she will probably not want to have a rooster mating with her right now. I'd put her in a separate pen while you try to figure this out.

I would not use hydrogen peroxide on the bumbs, but soap her in warm water with either Epsom salts, Hibiclens/chlorhexidene, or mild dish soap daily. Than apply palin antibiotic ointment.
