I don't want to cull him, so I'll either try to sell him or give him away.You are now faced with the hard reality of hatching chicks. If you try to keep both of them in the same cage, you're going to get blood and possible death. If you try to separate one, he's going to be lonely. If you try to keep two coveys, your hens are going to get overbred.
You need to get rid of one of your males.
I doubt anyone would want a runty, uncooperative male quail, though.
