Help Identify my Baby

I am new to raising chickens. I bought this bantam from Tractor Supply and need help identifying the breed and sex. My baby is five weeks old and is feathering very slowly. She (he) is also much smaller than my other two Bantams which I have identified as Cochins.

Any thoughts on breed? Also, any ideas in gender? Is it normal to feather so slowly?

I never worry about slow feathering chicks. It always works out in the long run.
All you have to do is provide a complete starter feed with at least 18% crude protein. By complete, I mean one with all the essential amino acids the chick needs to develop, grow feathers, and develop proper immunity.
That means avoiding feeding treats too early which displaces the fresh feed (that you have selected by checking the mill date before you buy it).
 
My other two Bantams are frizzle Cochins. She is much smaller than them. Also, they are much farther along in feathering and have feathered feet.

I feed them medicated starter food. I didn’t check the mill date, but I will make sure to do that. I don’t give treats yet except an occasional meal worm.
