Hot water will both raise the temp, and keep the humidity up. Both good things for hatching. Especially since you may need to keep opening it to replace the hot water. You will need to keep the humidity up. Hot water will do that.

Fill that sucker with little cups of really hot water. Replace as needed.

Either the incubator (little cups), or that cooler you just showed us (big container of water since it will stay hot longer).

Oh! That cooler probably is a bad idea. No air flow. Don't want to deprive them of oxygen. Stick with the incubator. Find a way to get hot water in there with the eggs. Or whack the top to see if the fan will restart. Or blow into the fan to see if it is just jammed.

I assume the power cycling jogged the fan. I bet if you plugged it back in to the first outlet, it would also still work. Don't try it, but just saying a hard whack on the top would have also probably fixed it. Haha.
