Help is this youngster a Rooster?

It's really variable when a young rooster starts crowing. Average time is 4-6 months, but again that's an average. 3 week old birds have crowed here and 9 month old birds haven't. It's kind of like when will my child start talking---it's just whenever they're good and ready!

but if you can't keep roosters, I'd start looking for a home for him asap.
