As long as there is a hole it can breath, hatching takes time.

Please tell me why they're not moving yesterday I candled on 21 day it was moving today in morning it's not..... What does that mean are they dead

There probably resting. There not dead. But if you start fluctuating the temp and humidity by opening the incubator they won't make it.

You might of confused them by candling them this close to hatching, give them a few more days, you never open the incubator up and candle them this close to hatching
