help! my baby chick isnt doing well!

If it was me I would let him come around on its own. Newly hatched chicks are tricky little guys. They are tougher than we think. Just keep it warm and let nature takes its course for now. Keep water and chick starter around for it to eat. That is what I would do.
 
As soon as my chicks hatch and dry off I give them a couple of drops of tri vi sol with out iron infant vitamins. Mc Murray hatchery also has a gel for newly hatched chicks that has vitamins in it.

Awww, I'm so sorry for this. You know that this is just Nature's Way. The hen lays more eggs than she needs to have hatch, more chicks hatch than are needed to grow, more chicks grow than are needed to reach maturity. Some of them just don't have the Right Stuff to get any further.

It may or may not have been prevented, it may not have been pasty butt after all, it could have been a poorly absorbed yolk sac. Or it could have had problems that contributed to it getting pasty butt. Did it ever get up & move around in a lively way or was it always rather lethargic? Chicks that get pasty butt often are lively & well for a few days until they accumulate enough poop to block their elimination.
 
i am pretty sure it was pasty butt. no he never really was that active, and had a very hard hatch. with this being my first hatch i wasn't sure how long it would take the chicks to come around, and then when i noticed the one that hatched last night being so active and the one that hatched on saturday not really doing anything, thats when i checked him out. he was much smaller compared to the other bird too.
 
on kind of a funny note my other chick that hatched last night probably feels totally violated, i checked him over well!!lol he is good

You can go ahead & call it death from pasty butt as long as you don't blame yourself for not diagnosing/treating it sooner. But from where I'm sitting it sounds like the chick had other developmental issues that kept it from progressing any further. The greater size & energy level of the second chick seems to indicate that. Chicks usually don't paste up right from the start, it usually happens after they've begun to move around & eat.
