Is the chick just weak? Try feeding him yourself. from your finger tips. Baby peafowl might look like they have eaten, but maybe they were just nosing around the feeder.
Wet the chicks food with milk, and keep it stirred up, because it tries to congeal. Only mix small portions, they will go bad on you.
Be certain he is drinking too, the water in the chick feed/starter will help with hydration a little. But they have to be taught to drink. How old is the chick?
