Are you talking about the little bump?
If so don't worry it is where his spur will grow. Totally normal.
Maybe a bruise?
I would try and wash it with an old tooth brush to make sure nothing is under the scales then watch it for any changes for a few days.
One one "ankle" it looks like dirt. The one with the spur bump, is difficult to see that area because of the fence. Possible bruise?
Are you talking about the lifted scales on his left lower leg? It looks like a start of scaly leg mites. You can apply an oil once a week and rub it underneath the scales to smother them. Castor oil, vaseline, vegetable oil, or coconut oil are some that many use. At first you may wash his legs in warm soapy water, and gently scrub with an old toothbrush to loosen the scales. Then rub the oil up under them after his legs are dry. New scales will usually grow in a few weeks.
