Help! New baby duck had heat lamp fall on it!:(

What should I do?? If there bills are red does that mean they’re hot? Will this resolve on its own?

You've had then for a few days and you don't have a brooder for them set up? Those need to be ready before babies arrive

I got 4 this morning and one this afternoon. I was waiting on the weather to see if it was going to freeze. And it is going to. So I decided to keep them inside while it froze outside to what I have them in now they will sleep in. I don’t see how this has anything to do with its eye

Because if their setup isn't healthy, it may be causing the mucus problem you're also worried about.

It is clean and fresh water and they have been getting a lot of play time outside of it

The eye problem is from sickness, not from the heat lamp misshap.
The ducklings are sick, they need much bigger area to live in. I don't care if they get extra outside time, they need a bigger area to live in.
They are too young to be swimming or having water to stand in constantly. They need to be dry and warm.
