Don’t know about poultry ticks (gonna read that article!), but ticks in general can be active in winter! Don’t stop applying tick prevention to your dogs and cats. They go quiescent in leaf litter and under snow below freezing, but as soon as it is above freezing they are out questing. And once on a critter, well they are nice and warm! My dad was pulling tick off himself in January last year
