Help please is this a allergy to shavings

I think what we're looking at is MG...mycoplasma galliseptium, there are many different strains of avian mycoplasma and vary in virulence. You can also be dealing with secondary infections as well.
Morbidity is high but mortality is low. Once they become infectious and if they recover, they will be carriers for life.

It's not Infectious Coryza, that is an acute respiratory infection of chickens.

Treatment consists of several medications/antibiotics, including chlortetracycline, oxytetracycline, erythromycin, spectinomycin, tiamulin, tylosin and enrofloxacin. The antibiotics may lessen the symptoms but do not eliminate the infection. Most of these antibiotics are by a script from a veterinarian.
The best prevention is a strict biosecurity and sanitation regime.
Thank you 007sean , so much ,for the info.. so if she does have the mycoplasma will she always need to be kept away from the rest of my birds?? I'll try to get a prescription of one of those meds if I can find a online vet that'll write it out for me (no vets in 4 states treat quail around me)..if it was to not be the mycoplasma and I give her 1 of the antibiotics will that hurt her?? And again thank you so much for your help

If you don't want the rest of your birds infected, then yes, she will need to be kept separate from the rest of your flock or culled. :(

Depends on the antibiotic that is given, some antibiotics have a detrimental effect on the liver if given for a long period of time. Ask the online vet, as I'm not a vet.

Alright I'll make her a separate cage to keep her in indefinitely AWAY from my other quail (she's in a small laundry basket in the house on puppy pads and I clean her little feet off to keep her from stepping in it so I can constantly feed/waterer her by hand )and I'll check with a online vet (if I can find one) about what antibiotics she needs and what has the least side effects..I can't kill her shes pitiful
 
Guys I was doing her 2nd daily eye flush with the saline and a big ball of white puss came out of one of her eyes..I can actually see her little eye ..she's still super puffed up on both sides but I'm waiting on the terramycin to be delivered..(it was recommended to me by several of u for a couple different possible causes of her eyes while I'm still trying to locate a online vet).. but the white puss came out in a big ball from her little eye (I think she's a she but she might be a he after reading some of the super helpful advice on here)it came out on a baby wipe..

Had a online vet reach out and said judging by the pics I sent them via email they say she has a sinus infection and the vet recommended tylan..any one agree with this being a sinus infection (asking y'all as a second opinion)

I agree, he/she just said it in layman's terms. Mycoplasma gallisepticum is a chronic sinus infection but also affects the orbital sockets and throat, thus the swelling of face and eyes seen in the photo....and in advanced stage, pus pockets.

UODATE ON MY SWEET MIA who I was asking if her symptoms were a possible allergy to the new shaving..my sweet quail Mia passed away with a seizure at 845 pm.. she was showing such life and a awesome will to live the past few days..she even tried flying..but she ended up Out of nowhere falling over,couldn't keep her balance, and ended up having a full blown seizure then sadly died about 2 hours ago.. ever since she got sick I had been hand feeding her all throughout the day and night,trying to clean her nasal passages and eyes and the online vet a few states over recommended tylan but my husband said it was to expensive and refused to buy it.. so I asked for a another type of antibiotic and was told either amoxicillin or entronex.. so I ordered the entronex (all my husband would allow me to get) and she always kept her appetite and wanted water..I ended up keeping her on the saline eye rinse and Neosporin 2x day + poultry rx 2x daily on her nasal passages and she quit sneezing and even quit with the eye puss..so I don't that 4 days until her antibiotic arrived and then her eye swelling actually went down significantly in 1 eye and the white puss went to clear..even got one 🕜 f her nasal passages total clean within the 2nd day..she gets to where she was jumping around and always hungry and always drunk a lot.. she even tried to fly (I didn't let her cuz I was afraid she would fall)..so yesterday I ended up getting her other nasal passage totally clear so she was still playfully, even stretching her neck pretty far to look over the laundry basket when she would hear me..she would follow me around letting her walk around on my floor just like a dog, and her left eye totally cleared u just a slight bit of swelling in her right eye still, but no sneezing,no nasal discharge, and bright eyes and her mouth was finally starting to close..I thought she was going to be fine..then today happened..woke up to her shaking her head,not being able to stand up ,falling over, had a big bone popped out of her chest that u could see out of nowhere all this happened..I was shattered.. she kept drinking and eating all day up until about 4 this afternoon them her feet started curling and turned pale.. her little eyes would barely stay open..she always loved to be petted so I sat her down on the ground free outside and she just kept falling over..she never looked up,she never tried to fly or walk..just utterly out of it..I brought her back inside and put her back in her little laundry basket and turned around to get her nightly food & I turned back around and she was having a full blown seizure (violently shaking,her neck got stiff as a board then her whole body went stiff and turned cold) her neck was tucked to her chest and her whole body stiff as a board..her little legs were both stretched out as far as the would go and her toes were drew up and then I suffered a panic attack pleading for her to be okay but sadly she didn't.. she was my sweet tuxedo quail mia Mattias (I think she was a girl but some of you had suggested she might have actually been a boy) and even tho I barely had her 2 months feels like I had her my whole life..it's heartbreaking to see something actually fighting to live, 💕her food and water,she loved to be held..please pray for sweet Mia to be at peace and know she was loved..thanks to everyone who offered a possible explanation to what was wrong with her in the first place and all of your suggestions on how to help her..best wishes to all of you.. sincerely tuxedo quail owner-..
 
Aww, darn. So sorry to hear she didn't make it. I know you really loved her and this was a hard loss for you. But know you did all you could to keep her comfortable and try to help her, she knew she was loved and that's all we can do sometimes. I have no doubt she is at peace and out of pain, so you can be at peace about that. ❤️
