I know this is an old post but it might help someone reading. I've had hens that would develop one single shriveled wattle out of nowhere and I thought it was dehydration but it was actually an indication that they had internal health issues. Antibiotics were necessary. If both wattles and comb are shriveled I'd say it was dehydration but dehydration doesn't just hit one wattle at a time. The partial shriveled is usually paired with lethargy or less egg laying in hens. Not sure how else it manifests in a roo. I have one right now but I never wrote down what it was exactly. This is whaly as a chicken owner you should always take notes!! Lol
