Time in a warm clean tub of water will probably help. If it's a fungal infection, you may be able to treat it with something like Monistat cream. Do a search of the forum for fungal infections and see if you can find other advice.
Cleaning the affected area and giving the duck time to relax and float will probably help.
Some people use honey on bad spots like that. Of course you would need to bandage the leg to keep the duck from sticking to everything with which she comes in contact! It can be good to bandage the leg to keep her from eating whatever medicine you put on it.
It could be frostbite, by the way, in which case antibiotics might be a good idea. If you can get a picture . . . . that might help.
