X2, don't touch it, @AgentTitan7TheChicken . It is a bit of unabsorbed yolk sac and a unhealed navel. If any other chicks hatch, remove them ASAP. Leave the one in question in the incubator. If you take her out her yolk sack will dry up. You want it to stay moist.

I would be putting that one in a teacup and back into the incubator.

I myself haven't done any hatching. I am sure other much more experienced folks will be along in short order.
