This looks like another bird pecked her head. Other birds will peck injured or sick birds. Are you sure she wasn't sick before she got pecked?

The chick did not make it she has passed away.

They all had coccidia and were on treatment they all started having a nice turn around and had all became active. Maybe she declined and was pecked? I’m unsure. I was not home when it happened and have not seen any previous bullying.
