My 3 week old peeps are eating the paper towels from their brooder floor. I have paper down under the pine wood chips but they dig it up and eat them. Is that a cause for concern or just normal?

I probably would remove the paper towels. There really isn't any need to put the towels under the pine chips anyways.

Not sure why this struck me a so funny. I guess because I think you will have a wide range of answers on this. Still, I wouldn't encourage paper towel eating. . .

Yeah, don't worry just take out the paper towels and don't worry about it, when I'm wearing something and I really don't want my chicks to poo on me I hold them in tissues and they try to eat that but it's fine.

If they seem to like it so much maybe I will put paper towels in the blinder and serve it to them thus saving the cost of chick food. Not a good idea?

I used newspaper under the litter after the first weeks or so. They still tried to tear up the edges but not much and it made is so much easier to take the whole thing up ever few days to clean. Have fun with those little ones!

I wouldn't. I might encourage them to eat the wood chips or the food could get wet and mold, which could make your chicks deathly ill. Just leave the feed in the feeder and let them be normal chicks scratching. They don't always have to find something when scratching. It's more entertaining than anything.
