Yesterday my quail chick ate a hair and starting gagging. He stopped a few hours later and we thought everything was okay. Just now I noticed he was gagging again as well as drinking lots of water as if to wash something down. He vomited up what looked to be water and a piece of hay. He is still doing gagging and I am unsure of what to do, please help!

Birds aren't really built to vomit. Unless you want to take it to a vet, you might be best off culling the poor thing.

In my opinion (and keep in mind that I'm not a vet) you have three choices:
1. take it to a vet
2. cull it
3. wait and see

does it make a difference if it was clear? He had just finished drinking some water and then seemed to vomit, could it be possible he was just spitting out water? He has only spit it up once

It's possible. Without seeing it, it's hard to say. That makes the "wait and see" option a better possibility. Like I said, I'm not a vet, and I haven't had anything like this happen with my birds. @007Sean is far more experienced than I am. Maybe he has a better idea of what to do.

Sounds like it's got a crop issue. As @Nabiki , said, I'd have a wait and see attitude towards this...I would be more concerned about the straw compacting the crop, than a hair.

Is he vomiting when you are picking him up?
No he is not. He seems very lively and happy but recently we have noticed he had been gulping and swallowing constantly as well as drinking lots of water. He only vomited once after drinking a lot of water.
