Can you calibrate the scale just to be sure? Set a measuring cup on it, zero it, then add 4 tablespoons of water should be ~2 ounces.

I don't want to scare you but this very serious. Is there any chance you can get her to a vet?

If you have a kitchen scale that reads in grams it is much more accurate. And meds are always given to weight of bird in metric scale.

Thank you everyone for your help. Unfortunately little "P" went to Peacock heaven last night. So devastated, I know we only had her for three weeks, and she was not normal, but I had grown to love her... I appreciate all the help.
