Help what is it?

Just FYI, hens don't crow. Ever. Period. If it even tries to crow, it's a roo.
That's not true. Dominant adult hens can and sometimes do crow in the absence of a rooster. It is definitely not common but is heard of.
 
See I wondered this I read another post were people had mixed things to say about crowing.
 
Older, dominant hens, or older hens with ovarian/hormonal issues can crow on occasion. Young hens don't crow.

But crowing aside, this bird is 100% rooster. First, you'll never see a hen with coloring like that. Patchy, splashy, bright spots of color are male coloring. He also has hackle and saddle feathers of a male---those long, yellowish feathers hanging from his neck and in front of his tail. Those are also exclusively male, no female bird will ever have them.
