Help - what is this?

2 days ago I purchased 4 chicks from TSC. Yesterday one of them died and today one is acting strange - she (all were/are pullets) won't stop chirpping - it's non stop. I thought I saw a reddish ring around where the cord came off - have pics. Her vent is not pasty and I didn't pick anything. Does anyone know what this is or what I should do for her?
 
Do you have them in a brooder with heat? What is the temperature with a thermometer? What kind of brooder? The more you can describe your setup, the better we can help. When chicks become weak, givng them a couple of drops of Poultry NutriDrench may help, plus getting water into them.

They are in a brooder with a heating pad when needed as I'm in Texas and it's been hot, over 105 with heat index. She is eating and drinking, also pooping and that's normal. It's not so much a red ring as bloating which feels and looks tight but is not hot. I woukdn't say she is lethargic but no where near as busy as the other two. They did have a electorlite drink. I'm trying to upload more pics

IMG_20180909_192151.jpg she is running around, still eating and drinking, poop still normal also. My gut tells me to let her be but I'm still a newbie & wanna be sure
 
This morning she is still running around eating and drinking, still pooping fine. This morning when I was watching her I realized her legs are further apart than the others and then it hit me that in the face she looks like she has Downs Syndrome, is that possible and or something chicks can have?
 
I would clean off the umbilicus stump with iodine or alcohol. Look out for increased swelling of the belly around the ring, which might be mushy chick disease. Also if her legs are too far apart, that can be splay or spraddle leg, and is treatable if done right away. Most chicks have about 1 1/4 inches between their legs. Thank you! I read both and don't think it's spraddle leg - she's walking ok and legs aren't sticking out to the sides at all. I do think it's mushy chick and some of the pictures are almost perfect matches for what I see. So I'm going to put alcohol on her belly and the ring and see what happens since there's not much more I can do.
 
Ok, definitely mushy-chick-disease, which brings me to more questions for those of you with more experience! As I understand it I can wait and see how she does or I can decide that she is suffering to much and handle it. I'm a dog rescuer who struggles to kill most anything except flys & roaches so how do or would I know she's suffered enough?

The "ball" in/on her belly is bigger, she's still chirpping non-stop and she's also still eating, drinking and pooping normally. Currently she is separated from the other 2 chicks and all 3 are screaming their beaks off. I called TSC and they said there have been no other issues with chicks but I can come down today and they'll give me two more out of the same bunch of chicks and no they do not want her back. If she pulls thru this she has a lifelong home so that's not an issue.

I'm posting a couple of pics from half an hour ago so you all can see what I see.
