Can you take her inside and dry her really well - use a hair dryer. With your temps at 9F, just towel drying is not going to be enough.
Is she your only white egg layer, in the photo I see brown egg layers. It would be really good to know if she's been laying eggs.
With her comb flopped over and her stance I would suspect she may be having some reproductive issues.
Have they gone without water. What do you feed?
I would see if she will drink some water. Give her some calcium and a direct dose of poultry vitamins if you have them. Has she pooped since you bathed her? It may be worth feeling inside her vet about 1" for an egg.
If her belly feels a bit swollen, she may be having some reproductive problems. Hard to know, but hopefully with hydration and some TLC she will perk up.
