Help with chicken in St. Paul, MN

Good Afternoon:

I'm still the owner of an accidental chicken in St. Paul, MN. I have gotten my animal permit paperwork and I need apparently 6 of 7 of my neighbors to sign a petition to keep my accidental chicken.

The problem is many of my neighbors are of a Hispanic or Asian decent and their understanding of the English language is limited. My understanding of anything other than English is also super limited. Does anyone have any resources for asking a neighbor to sign a keeping of chickens permit in other languages?

Also does anyone in St. Paul MN know of a vet that can for sure Sex said chicken (it might be about 4 months old, might be a buff orphington, no crowing attempts, no eggs, no fancy feathers near its butt, spends a lot of time hunting slugs, occasionally gets a little ornery) ... I'm not sure I even want to go wandering the neighborhood putting my social anxiety ridden self on parade if this bird ends up a roo.

I'm 99% sure it looks like a hen. Now for your language barrier, (if I was in St Paul, I would just come by your place and walk with you to your Spanish neighbors and translate. Nothing on the Oriental lingo though)
Simply go and ask in English, and see what happens. The Asian peeps most likely do speak some English. The Spanish peeps most likely do have school age children that may be able to translate to their parents. If you do find one Spanish neighbor that does speak English, ask him/her to help you out with the other neighbors.
What are your intentions on keeping this pet??? Will you build a small coop and get at least another chicken to keep this one company??? Chickens are not solitary creatures. Where do you house it currently? Do you want to get into chicken keeping, or are you just a GOOD SAMARITAN, rescuing this Chicken..

The permit is because I do actually intend to get either 1 or 2 more chickens as I realize that this poor bird does definitely need some company. We are in the process of building a chicken tractor for Lulu right now. My husband is a VERY slow carpenter. But in the meantime we have a pen set up for the day. Any time we are outside or in the kitchen the chicken has free range of the yard and in the most adorable moment of the day every night my 4 and 2.5 year old go out and pick up the chicken then we put the chicken in the biggest guinea pig cage I own currently stationed in the garage and they sing her to sleep. As the pen doesn't have a top and the chicken as you can see has earned the middle name of Houdini so we put her in the garage to keep her safe from the neighbors cats and the roaming raccoons.
 
Thats a very pretty hen. Hope you get all the neighbors to cooperate. If you get two more chickens I would get them younger than the lone hen.
