We are having a seriously weird hatch!

On day 21 we had no pips or cheeping, and then on day 22 we had two hatch, day 23 we had 1 more hatch and 1 peep.
Today is day 24 and we just had a pip.
So a total of only 3 live chicks and two peeps.

I am very disappointed. With our previous hatch we had 32 chicks out of 41 hatch.
We have no idea what has happened. The temp was consistent...

Now our last two chicks born have had terrible time walking and standing. They spend a lot of time on their backs. It appears as though they don't have much control over their necks and legs (they are salmon Faverolles chicks)
Also one has been opening its mouth continuously(?)

It is awful to watch.
Does NEone have advise on what is going on or what we could to to help them?

I would double check you thermometers. A low temp through incubation or part of it can cause a late hatch. I have had problems with legs in late hatchers, some of them straightened out, some did not. I don't know about the one opening its mouth
