Help with lice? or some pest, What is it?

Our 2 Buckeyes have had these white tips on their feather for a couple of months. They are still as active and no other chicken had anything. The Buckeye Roo has nothing. Just the last couple of days, I noticed white on the ear of this one and on the ear of the ISA. It seems there may be a couple of white spots on the Sapphire Gem.
Is this lice? Is it a fungus?
I clean the coop daily But I have straw and pine shavings as the bedding.
Whatever it is, should I Burn the bedding material, stop adding straw? Should I burn the manure that we have saved/stored (for the garden)?
I'm thinking permethrin dust on them and cleaning out the coop. We also have a separate coop with 4 month (just) olds and 2 months. Any help/direction is Greatly appreciated.

The white feather flecking on the Buckeyes and the light color may indicate that they are not pure bred. The light earlobes are also an indicator of that possibility. Earlobe coloring does not look like Favus to me.

The Buckeyes have had the white tips on the head/neck feathers for 2-3 months, never saw anything crawling/moving, the ISA and Sapphire Gem just began to get the same on the ears. I will try to hold them (could be difficult) tomorrow to feel what the white powdery feels like.
I have looked under them but have not held them to check the vent area, will do so tomorrow, with the help of my husband. They eat from my hand, run to me, I can touch them....but picking them up, well that's a different story. Thanks

Take them off their roost at night and examine them using a head torch.

That's the plan for tomorrow night. I have a class until 9:20 but I'll have help tomorrow night. We need to know if we need to treat them and the coops. I was going to do a throughout cleaning but will wait to find out what I need to do. Thanks.
