You could staple on hardware cloth over top?

Caulk would probably work pretty well, but putting a layer of hardware cloth over the whole thing would probably be good. Better safe than sorry, and it'd give you a better peace of mind

Why not just staple hardware cloth over the hole and not use the pvc?

Louvered covers aren't a bad idea if weather protection is an issue.
