Could you get a photo of the baby's head from a side angle? I believe in one photo I can see a tiny crest (a little tuft of fluff on the back of the head). I want to double check.
Are you certain both are pekins? Is he having any difficulty when walking, or when finding the food or water?

I assume these babies were bought and picked up, not mailed.
Have you seen the baby drinking plenty? You might want to offer some egg yolk or perhaps even some nutridrench, to give him a boost. If he isn't drinking too much or the poops are very dry, you could put the food in a smaller dish and add a little water to create a mash. Duck/duckling poop is very reflective of what they consume, so it could be as simple as him not drinking enough.
I picked them up from a local farm and was told that the bunch were all Pekin but the guy said the tufted one was definitely a crest. I got conflicting information. Not that I mind the different breeds. Yesterday, the smaller one was definitely more wobbly and this morning it’s having tons more trouble walking and staying up right. There have been several times that I’ve checked on them and the small one must’ve lost its balance because it was on its back. Here’s a picture of the poor thing. It doesn’t even want to hold its head up. 😭

The crest is a deformity, though it might only be small, there's the possibility that the baby has neurological issues. Now, that may be the case, that might not be the case.

If you stay close and keep the baby upright, could you put some wet food in front of him and tap it with your finger? Really see if you can get his interest.
More importantly, try to get some fluids into him, hold him gently and dip the tip of his beak in the water, this will hopefully encourage him to take a sip.
You could get some yolk and mix that with some water, or some nutri drench if you have any, add to the water and try to get him to drink. You could try that to get some vitamins into him.

Thank you! The one that’s not created is the one I’m worried about. I’m heading to Tractor Supply shortly to pick up some nutridrench.

I just mixed an egg yolk, food and water together and tried to feed it but it’s not taking it. 🙁 Its breathing doesn’t look too good either.
 
Get some liquid B Complex TSC carries durvet brand it will say injectable but we use it orally. Buy a 1 ml syringe[no needle] that way you can put tiny drops right inside the bill let him swallow then do again.
I really don't think the crest has anything to do with this, it's awfully small crest.

I could be failure to thrive which happens and I have no idea why.
 
What feed are you feeding?
Make sure it's not too hot under that heat lamp. Heat lamps get way too hot especially if they are indoors.

I’m heading to the farm I got them at and hopefully they can help it. I feel so awful even though I know this comes with the territory. I’ll still be going to Tractor Supply to pick up the suggested items.
I highly doubt anyone there is going to be able to help the duckling. I was actually asking that way you could go ahead and buy another one or two.
