Hen can't use wings

I've noticed that one of my hens (Goldilocks)seemed to be having some sort of seizure or something just once in awhile.

Well I found her in the chicken coop one morning on her back. She couldn't seem to use her leg.

However with some time and seeing it happen more often it seems to be her wings. She isn't using her wings at all.
Poor girl just keeps trying to be a regular chicken and it's not working for her.
I have checked her wings and they are very hard to spread open.
It's no wonder she can't use them! It's like they have contracted or something.
She is a completely normal healthy chicken otherwise.

I'm at a loss as to how to fix my Goldilocks. Any ideas???
