Temporarily you could spray the spot with a temporary dying spray called BluKote that will eventually wear off, but I would try to spend time and see who is pecking her feathers. Are they overcrowded, and getting a balanced chicken feed that is 16-20% protein with very little treats or scratch? Any scrap or scratch/corn can reduce the protein in their feed, and some may eat feathers for more. If you can see the bully, you could separate them and get some pinless peepers for the pecker.
