Hen not Laying

I have 4 Chicks that about a year old this month. I believe one of my Auracana is not, nor never has laid an egg. Is this possible? I believe I can now tell which chick lays which egg, but it looks like only one of my Auracans is laying.
Advice needed.
 
Being in the city, I'm not allowed a rooster. I am careful to buy quality food and the others are laying very well. I am just wanting to confirm that some hen may never lay. Is that possible?
 
The blue eggs are always the same shape and size. I am hoping now that spring is coming that there will be more activity and I can do more testing.
 
I've just posted something similar about my Araucana's, after some extra research they do originate in South america and therefore I believe they probably need longer days and warmer weather to start laying. I'm expecting mine to start again later into spring, hope that helps.
 
Have you noted their comb condition?
Plump, shiny red - usually means laying.
Shriveled, dryish looking and pale - usually means not laying.


Checked their pelvic points?
2 bony points on either side of vent:
Less than 2 fingertip widths apart usually means not laying.
More than 2 fingertip widths apart usually means laying.
