Hen or roo. And what breed?

My daughter and i are baffled at this chicken. Was supposed to be a blue Plymouth Rock…. It doesn’t look anything like the others. My daughter says it’s definitely a rooster and not a hen????. The chicks are 7 weeks old. What do y’all think?
