Hen or Roo?

Help- is this a hen or roo? It's @ 18 wks old. It does crow, but in a different fashion than my frizzle roo & has absolutely no spurs. It's feet look exactly like all my other hen. It only seems to pick at & mount my gimpy hen who everyone else also picks on. My frizzle roo is @ 16 or 17 weeks & is constantly crowing, & already has very obvious spurs

I have no experience with this breed but it looks like a cockerel to me .

Agreed. Not all roos can spurs at the same speed and from experience I know all crows are definitely different , haha. I also do not have experience with the breed but your bird has very red and large comb and wattles.

and if you have another roo in the same pen, he could definitely be taking on the role of a lesser dominate roo, which would explain only mounting the gimpy hen.
