I have a 5 week old Frizzle Bantam. I am having a hard time figuring out if it’s a hen or a roo

Can you get a clear picture without the red light?
They're too big for that BTW, you can get the stinkers out of your house.

Can they go out at 5 weeks old? I thought they had to be 7-8 before I could put them out with my older chickens.

Yes, in a cage so they don't get beaten up or killed, but absolutely.
I'm leaning cockerel on it.

Looks possibly cockerel. At 5 weeks he can definitely go outside in a separate cage, as @nuthatched said. Mine have been off their heat (brooder plate) for more than 2 weeks. They weaned themselves off of it. They're almost 7 weeks, and they are still inside because we made some adjustments to the coop. I put them in a run for several hours every day though so they are used to the outdoors. But they're moving out this weekend. I've got bantams, so them being inside isn't as bad since they're smaller.
