Hen or rooster?

I have 2 buff orpingtons that are the same age and there is a significant size difference between the 2- which has me wondering if I have a rooster?
They’re about 19 weeks old. 1 just started laying (obviously I’m not sure which )

Need clarification on gender

Both are pullets, and I’d assume the larger one is the one laying, though the smaller one isn’t far from laying either
