Hen with a 'frothy' eye

I have a silver laced wyandotte who will be 19 weeks old this week. I got her, along with 11 others, when they were 1-2 days old from our local feed store. The second day I had her I noticed her right eye was pussing and swollen shut. Per the instructions of the all knowing chicken guru, we dutifully cleaned her eye, soaked with warm washcloth and gave antibiotics for a week. Her eye has never been right since.

Here we are 19 weeks later and some days her eye appears to be 'frothy'. It has always been weepy and occasionally I have to catch her and scrape the built up dust/gunk out of it, but the frothiness is new.

Of course I've scoured the internet and frothy eye points back to Chronic Respiratory Disease however she has NO other symptoms. Her left eye is nice and clear, she has no congestion, she eats normally, she's not sneezing. The rest of the flock is fine and healthy as well.

Could this just be something she has for the rest of her life as a result of whatever caused the issue in the first place when she was a baby chick?

Right now I'm doing another round of antibiotics just to see if it clears up, but so far on Day 5 I see no difference.

I have had several birds like this this year. I bought a bird at a swap (all warning whistles were going off not to, but I couldn't resist). My flock slowly started sneezing and having this foamy eye discharge. All I have read has lead me to Coryza. I have been treating with Tylan in the water. This seems to help the ones who have this symptom, but I have new birds that pop up with it later. Best wishes in treating the flock.
